Yes, it is a female Telicota besta.
The underside HW has the veins darkened ruling out T. linna.
The shape of the FW spots are regular ruling out T. colon.
The female T. augias is a more uniform orange.
The underside of the female T. besta is greenish ochreous, but the green is impossible to see in photos.
