Is this Neptis Jumbah - Chestnut streaked sailor?
Shot in Mangalore, West Coast, Karnataka State, South India

Yes, it is N. jumbah.
N. jumbah have most of the forewing submarginal spots small triangula, or 'V'.
The hindwing submarginal spots are much flattened. out often lunulate (1/4-1/2 moons)

Two very similar species have the hindwing submarginal spots large & quadrate in shape.
P. columella is very similar on the forewing, with large gap between spot 2 & 3, & triangular cellend spot.

Neptis hylas have the forewing triangular cellend spot more sharply pointed & the gap between spot 3 & 3 less.
