Wah... haha.. i din even see that... my guess is ... apparatus of the male, claspers?

Yup, those look like the extended claspers of the male. One of two situations when it does that - either (1) it has just detached itself from a female nearby after doing his business, or (2) there is a female nearby, and it's preparing for action. ;P
From what I've observed of the Glassy Tigers, it's more likely (1).

yup, I ever saw a male Magpie Crow flying in circle with extended claspers (like yellow flower).
